Unemployment and Mental Health

Throughout Arkansas there are many abandoned manufacturing plants several of witch are for sale. I believe if Arkansas has a surplus of funds we need to invest in the purchase of a few of these facilities and open them up as state-owned enterprise (SOE). Doing this will do two things one it will offer employment to the unemployed and it will also add to the available surplus of funds to allow the state to do other things like appropriating funds to "emergency stabilization units designed to provide housing and services to people in acute mental health crisis rather then housing them in jails."
